- The treaty Commissioners may well disrupt the flow of judicial proceedings in British admiralty courts, which will be a blow to the Doctors Commons. Nevertheless this will, if acceded to, help decrease the expenses of American citizens who would otherwise have to carry their cases through the appellate courts of Britain. Encloses copies of a poem by Anstey, a pamphlet on manners, and Burke's letter on the subject of manners.
