- Summary
- Reflections on the late Pennsylvania insurrections. Had foreseen dangers of Jacobin societies in America. Knows that no Treaty he could have obtained would have satisfied the whole nation. Fully expects "calumny and detraction" from certain quarters for the negotiations. Assessment of "demagogues." If treaty ratified, additional articles may be signed; if not ratified, will do best to remedy articles in question. Transmits letter from Grenville, copy of memorial mentioned therein, report on Sierra Leone. Has written Monroe to correct views of French Government.
