Summary
Is compelled to avail himself of the Insolvent Act. Requests from John Jay
a receipt for the $100 advanced him to begin his paper, the Herald. In return he
encloses a receipt for his share. A postscript tells of a recent letter from the
Secretary at War mentioning a communication from the British commander of the squadron
off the Capes, saying "a Proclamation similar to the former one will be considered as a
Declaration of War." The proclamation has since been issued.
