Summary:
It was originally intended that Livingston as Deputy Commissary General should be in charge of the Northern Department. Abraham Livingston was appointed to supply the army of New York with provisions. Later Congress appointed a Mr. Wharton to do similar work which interferes with A. Livingston's contract. A Mr. Price is appointed commissary for the troops in Canada. He will be in consultation with General Schuyler. So it is unlikely that Congress can provide W. Livingston with a contract that will be worth his while. However, Jay et al do not think the work of these other men will interfere with Livingston's position.
