- Summary
- Agrees with Jay that emergency powers should be conferred upon such men as are selected by the Council on Appointments. Relates his distrust of Burr's motives; he has opposed the Common Council ever since it rejected his plan for a water works. He opposes the tax law as a means of embarrassing the Common Council; if there is not sufficient funds available to the Health Office, it will be impossible to combat yellow fever; by opposition to the tax law Burr insures money will not be available.
