- Summary
- Suggestion that he and the City magistrates be released from holding police court, and that additional Courts of Sessions be authorized to compensate for this. Thus they will not be subject to the contemptible and officious zeal of many, including Alexander Hamilton. Commends the Health Commissioners, and the health officer, Dr. Bailey. Bailey (Bayley), although a little odd, is a good public official, who acts with courage. Map of city has been authorized, and he looks forward to some progress concerning the Canal from Fresh Water Pond to Hudson river.
