- Has not found time to investigate and expose the conduct of the Administration during the past eight years. Intends to publish some remarks on a bill for non-intercourse with Great Britain, France, and their dependencies, which was recently introduced. Sends a publication including Anderson's speech on the repeal of the embargo and his own conjectures on the ultimate motives of French intrigues in 1781 and 82, and the "occlusion" of the Mississippi in 1802. The French minister at Madrid had pledged the faith of his government that France would never transfer Louisiana to any other power. A later addition to the letter notes the rejection of a clause in the non-intercourse bill which gave the President discretionary power to issue letters of marque and reprisal.
