Has received a copy of the treaty of commerce between Great Britain and Russia; a subsequent declaration concerning the 11th article of this treaty enables Britain to favor the trade of the United States. Talleyrand's appointment seems to favor the American cause. The report that Thomas B. Adams, the President's son, was ordered to leave France, is totally false.
