- What arrangements are to be made to create the commission to fix the River St. Croix boundary. Jay in 1785 made some suggestions on this subject, and the general agreement seems to have been that the Commissioners should be drawn from regions other than Nova Scotia, New Brunswick and Massachusetts. Does the article in the treaty intend that all decisions of the Commissioners be unanimous, or that the majority shall decide?
