- No word from Washington since 10 October. Feels there will be no armed opposition from Pennsylvania insurgents, but thinks it may be wise to leave militia in area to guard excise officers and arrest violators of Excise Act. Reasons for not publishing Jay's letter #10 to Grenville and reply: 1) has already been published without formal authority 2) might seem that Government is preparing public for sacrifices and yieldings in negotiations 3) Since posts are not mentioned, opposition would jump on this point 4) has communicated letters' contents to those interested 5) "Both you and ourselves will be more the masters of the whole matter" if left unpublished.
