- The recent disturbances in the City Prison necessitated the calling out of the militia to restore order. Suggests that the militia be used also to guard the state arsenal. While the Friends would make excellent inspectors of the prisons, he feels that other inspectors should be appointed if continued use of the militia is indicated.
