Summary
Congress completely approves of Jay's conduct in Spain The concession on the Mississippi was an important one and if Spain is not now willing to make a treaty with us, the sacrifice is no longer necessary. Spain must be more liberal with such a concession. Must increase aid, facilitate otherwise the use of the Mississippi, or make some commercial concessions.
