- Summary
- At Amsterdam he learned that the Dutch loan to the United States was going moderately well. Jay will note from the enclosed financial account of France, that the French are counting upon the payment of interest on the French loan to the United States. The Barbary pirates are now threatening the Netherlands with war, and state they will seize Dutch shipping off the American coasts and bring them as prizes into America ports. French King has employed a large number of printers and has alerted officials in the provinces; it would appear that an extraordinary decree is intended. Parliament of Paris came to a resolution which he encloses- seems to be a declaration of rights.
