- Summary
- England has given notice to France that she considers the treaty provisions about naval armaments to be no longer binding. Both parties now are arming in earnest. Dutch ambassador informed Jefferson that the deposits of the United States at the bankers in Amsterdam would probably be safe, as the citizens of that city would probably recognize the Stadhoulder and the Prussian occupation would be orderly.
