- Results of his unofficial inquiries of Dumas concerning renegotiating the French loan in Holland. French have extended to Britain status of "most favored European nation" in the West Indies. Vergennes is seriously ill. Redemption of Algerian captives must be done at lowest possible price, lest a high price draw more frequent raids on American vessels. Suggests an order of monks who beg alms for the redemption of Algerian prisoners. At a conference with their General, he learned that they would redeem American prisoners, but suggest that no publicity be made of the government's interest lest the price rise.
