Summary
Difficulties have arisen concerning the Portuguese treaty, but he feels Carmichael's assignment of opposition to del Pinto as the cause of these difficulties, is not accurate. Rather the overtures of England are causing Portugal to waiver, and she wishes to retain an English market for her wines. Jefferson will write to Adams to obtain his opinion whether the attitude of Algiers leaves any hope of concluding a treaty with them. The negotiations of Spain with that power may have some favorable effect for the United States. Adams at the Hague, where he will soon take leave, and exchange ratifications of the Prussian treaty.
