- If Jefferson were given the choice, he would prefer to encourage agriculture because of the qualities it bestows on those who pursue that vocation. However if the energies of American must be turned from agriculture, let them excel in oceanic commerce, for mariners are preferable to manufacturers. Yet the people are resolved upon preserving their rights to navigate the ocean, and it is the duty of government to accede to these wishes. Foreign trade will be had only at the expense of wars with other nations. To prevent such wars America must develop a strong naval force. With sea power, the West Indies possessions of the European powers would serve as a pledge of their good faith toward the United States.
