- Informs Jay that he is sending him Loan Office Note via Major Yates. Invites Jay to visit him in Albany. Refers to the apprehensions of the Oneidas and Tuscarorras concerning an attack by the Senecas, and the disposition of American troops at Johnstown and Fort Schuyler. Describes the overextended financial state of the military departments. He feels that Congress should institute investigations of the departments.
