Barnet, deposition of Garret Rapalje (both dated 21 December 1778); Writ of Habeas Corpus (copy) issued to General [___] Maxwell (filed with this letter) Cornelius Hetfield and Samuel Mann were suspected of taking their vessel, plus an extraordinary number of seamen, to the British. It is said that a letter was intercepted which contains some very damning evidence against Hetfield. Be that as it may, Hetfield is a citizen of New Jersey, and is entitled to trial in the New Jersey courts, which remain open. Clark writes to Jay because the General has continuously refused to give the New Jersey authorities a copy of the charges, and will not release the prisoners. Clark hopes a civil-military conflict may be avoided.
