- Spain is extending her claim to land on this side of the Mississippi by virtue of her late conquest. Jay should stress always our right to all the land in question. Use the right of conquest. Our army with the French will consist of about 20,000 men, well disciplined and well clothed. The militia also in good condition. Jay to use this information at his discretion.
