Summary:
Forestalling and lack of adequate program of taxation contribute to the depreciation of the money. Congress should gather information concerning financial matters and fix a budget. If England operated from the ignorance Congress is in, they would soon be helpless. Individual self interest causes the general depreciation and it is useless to appeal to patriotism to stop depreciation. Urges that Congress borrow freely to stabilize currency, since they will profit greatly from trade at the war's end.
