- Thanks him for letter of 23 September. While his representation was merely private in nature, he was charged by the Portuguese government with ascertaining whether the United States reciprocates their interest in a commercial treaty. The late restrictions placed upon Portuguese products by the legislature of Pennsylvania promises to evoke a demand for restrictions on American products imported by Portugal, This would be unfortunate.
