- Summary
- Comments on course of ratification and modification of Jay Treaty. Once Treaty ratified by Senate, with suspension of article 12, thinks Britain will agree to this suspension and Treaty will become final. Any modification of this article or other additions will then be "a posterior work" and new articles can be added from time to time. Treaty should be ratified by Britain before new articles suggested. As for what new articles to be proposed, feels suggestions in his letter of September 3rd must stand. Asks that Lord Chancellor's article--enclosed in John Jay to Randolph, 19 November 1794 be considered by Attorney General.
