- Summary
- Doing best to maintain status quo until John Jay's negotiations are completed. "The self created societies" doing best to "effect some revolution in the government"; they are responsible for Pennsylvania uprisings. Describes campaign against Pennsylvania insurgents. Rebels taken aback at the support given the Government in the matter. Will give a "prolix" speech to Congress as speech will be widely published and he feels that it should be detailed and factual. Can give no comment on letter of Mr. Wangenheim. Policy not to invite or discourage immigrants. Knows many such immigrants are exploited by speculators. This to be regretted, but he knows of "no prevention but caution nor any remedy except the laws."
