General's office. Wilkinson has been directed to engage clerks and other help, but has
no directions on numbers to be retained. War Office cannot assist him as they have been
given no discretionary powers in matters of this kind. Encloses letter to Pickering,
August 12, 1779, and reply from Pickering, same date.
