Summary:
The Congress has determined against the tea holders in a decision neither just nor politic. The officers of a New York garrison have protested against being separated after their capitulation. Jay has had no information that such an arrangement was made. Jay feels for the honor of the colony in the Rivington affair. Hopes New York will act with spirit and prudence in the matter. Remember to settle the New York accounts as soon as possible. Other colonies are settling theirs.
