- Party excesses in America result in public opinion unfavorable to treaty in England. The present actions of Virginia in taking British property by escheat is not calculated to improve the prospects for a successful negotiation. The ministry in England continues to distinguish between official acts of the United States, and the partisan expressions of its people. It May be necessary to conclude a treaty quickly before this judicious attitude disappears.
