Summary
Although reorganization of the ministry delays the commencement of formal negotiations, he has met informally with several of the ministers, and feels that there is good reason for optimism in the outcome of the talks. It is best that he not specify the grounds for his opinions concerning the reception he has received. Posts cannot be agreed upon in any way that would tend to disunite the United States.
