- The Congress has made no decision on the continental colors. Licentiousness must be suppressed by your Convention or the Committee of Safety. We should end our support of certain wild people who are supposedly on our side but who may be aiding the enemy. Resist all military tests for the future. Sends a Congressional resolve on McDougall's commission. In these as in other times a man can be a tool and be despised or be firm and disinterested and be abused.
