Summary
Thanks Brown for copies of Report of Ohio legislature concerning State's dispute with United States government over operations of Bank of the United States. Hopes dispute can be settled amicably. John Jay expresses himself on powers of a government to tax. Thinks these powers should not impede "lawful and useful industry." Does not believe that both property and income should be taxed. Admits that men of "unquestionable talents" can take opposite sides of a question in this and other matters.
