Summary
Dispute with Oswald concerning his Commission to treat with the American Commissioners. The Americans have won their point, but have done so even over the objections of their French allies who hoped to persuade them to treat with the British under the original authorization. Advises Morris to keep the Continental Army at full strength--"Act as if war would certainly continue."
