Has received Act of Congress vesting in Governors the supervision of
quartermaster activities within their states. While he is anxious to help in every way
possible, the present press of duties make such additional duties impossible. Members of
the Commissary Department in New York wish to retire, because they conceive that the act
makes it possible to remove them without first giving them a hearing.
