- Asks that they advise whether Congress intends to reinforce the New York frontier, and whether he may with propriety inform the settlers that the government will take steps to move against the enemy. Otherwise he feels the settlers should be advised to leave their homes as soon as possible. Requests commissions and instructions from Congress concerning the steps which have been taken to fix the ranks of New York officers.
