- Summary
- A potentially dangerous political situation in Europe may be fanned into flames by the erratic actions of England. Republican group in Holland is losing ground and cannot agree upon a general. If war comes he believes that United States should avoid engagement because she is ill prepared for a new conflict, and she can best aid France by remaining neutral. This would be a good time to try to obtain restoration of the navigation of the Mississippi. All in Europe anxiously await the results of the Philadelphia convention.
