Asks Congress for official position on question of retention of rank by
supernumerary officers. Do they retain their rank and are they capable of taking command
when upon emergency they are in the field? Or are their Commissioners revoked? Question
arose when Malcolm was asked to command the militia on the west side of the Hudson and
met with interference from a Continental colonel.
