- He has met the Baron van de Capellon, and has come to the conclusion that there is considerable pro-American sentiment in Holland. Capellon heads the Patriot forces, while England is attempting to subvert the power of the States General. Congress should attempt to negotiate a loan in Holland, as the time is propitious; they should also send a worthy ambassador who will, though unrecognized, find it easy to counterbalance the influence of the capable British minister.
