Summary
Has heard of the "explosion at Paris;...it is difficult for a demoralized people to have any stable government." It does not appear certain that the new Revolution will hurt America. Foresees a possible peace between France and Austria, as the Emperor's resources must be greatly exhausted. "The cause of good government gradually gains ground, and the clergy very generally promote it."
