- Summary
- In Army, many persons employed in the character of officers who hold no commissions other than a kind of warrant or appointment from the head of the Department in which they serve. Consequently, left on footing of private soldiers as to arrests and trial. Often at mercy of non-commissioned officers. It is hard enough to persuade able men to serve the Army in such positions without this added insult to their abilities and standing. Asks that these warrant officers be put on same footing with officers in the line of the Army with respect to arrests, trials, and punishment.
