- Summary
- Congress surprised at the Spain attitude toward Jay's mission and that after all the insults given to them by Britain they would talk with her at all. The enemies of both countries have endeavored to created distrust and jealousy between them. Congress however do not wish at this time to change the concession on the Mississippi which they have authorized Jay to make. Reason against Spain's delaying a treaty with us to a general peace. Spain risks losing the exclusive navigation of the Mississippi by waiting for a general peace to form a treaty with us. Any steps Jay wishes to take will be approved by Congress. Grateful that Spain rejected British offers.
