- Summary
- Gives information on defense of the Port of New York. First appropriation in 1794 was for only $13,000; the last winter session produced another insufficient amount. Also, permission was granted for debtor states to use their balance due to fortify their ports, the jurisdiction of which would then be ceded to the U.S.; a direct appropriation in the same law should not in the opinion of the President be laid out before the cession is made. The state's only hope will be either from a further appropriation or from a repeal of the proviso of cession. No success is likely for the first, and should the second be effected, the state will be no better off than at present.
