- Supports Jay's view that French did not have American Best interests at heart in 1782-83. Says he went through his father's papers for 1783 but found nothing with regard to a proposed censure in 1783. Refers William to Sparks' work,"incorrect" Vol. 10 p. 129 for letter from Robert R. Livingston which censures commissioners, and page 193. Also refers to Secret Journals of Congress.
