- Mr. Mathews, delegate from South Carolina, pointed out that the terms for the South Carolina militia were expiring, and that Lincoln's army was losing strength. The enemy apparently expects reinforcements, but it would be most prudent to attack them before these additional forces arrive. These are the reasons for the enclosed act of Congress dated 27 July 1779.
