- Statement of Jay's reasons for refusing to accept bills presented to him on 7 September 1781 by Darby Crosier on behalf of Joyes & Sons. Bills were drawn by Francis Hopkinson in favor of Samuel Beal of Virginia. Jay refuses to accept them on two grounds: (1) if the endorsements on the bills are authentic, they are invalid as Beal has endorsed them to a British subject, a transaction not to be countenanced in wartime and (2) the bills seem to have been tampered with and, in all probability, were altered by the enemy after capture in an effort to gain fraudulent payment.
