Summary
Encloses copies of letters 8, 9, n.d. May 1781, from Richard Harrison. Letter signed version of document 4163. Has applied to Floridablanca about inspection of mail. Sends copies of letters of Richard Harrison to John Jay: 8 May 1781, 11 May 1781. Harrison sent a memorial to the governor of the West Indies protesting having to pay postage for the mail brought to Spain in the Virginia. John Jay spoke to Floridablanca about it on May 23. He said that mail from abroad in the time of war must be controlled by the government. Does not send this letter in cipher as it would only delay its delivery.
