Summary
At a council at which Captain Matthias Nicolls, Captain I. Palmer, and James Graham, the Recorder, were desired to appear, the patents of Charles II to the Duke of York and that of the Duke of York to the Proprietors of East New Jersey were read. Mr. Graham said he believed in that clause "whole in tire Premises" was to be understood the whole entire tract of land. He doubted whether the Duke had any authority over what was within the tract of land. The Governor's opinion was that the Council, Mayor, and Aldermen should draw up an address to the Duke of York to show that East New Jersey ought not extend as far as the river.
