Summary:
Encloses translation of contract negotiated in the name of the United States for a million guilder. Necessary to prevent loss of credit and losses of former creditors. Very important that Congress ratifies and sends it back quickly. Might raise value of paper money at home as well. Advice on how to send shipments. Was in Amsterdam during riots brought on by "proceedings" of the Prince of Orange. English offering assistance, but believes strength of patriotic party will force the Prince to make concessions if no foreign powers interfere. As France and England both sick of war, hopes the Dutch can settle their own affairs.
