- Acknowledges receipt of 20 January. John Hay encloses 2 packet of rhubarb seeds. The United States would do well to encourage the breeding of asses. Because the American female asses are small and moles are scarce, some might be imported. The New York legislature has agreed to call a convention, but the opponents of the Constitution have become numerous and vocal. However, "as the Ballance of abilities and Property is against them, it is reasonable to expect that they will lose ground as the People become better informed." Reports concerning the adoption of the constitution by Massachusetts are favorable. Connecticut has already acceded to it; and Georgia is about to do the same. Jay hopes that it will be adopted, because it "establishes great points and smooths the way for a System more adequate to our national objects. Mrs Jay is recovering from her illness. John Jay though better, still has a constant pain.
