Congress has approved the offer of French subjects in South Carolina to form a body for the defense of that state, and has recommended the Marquis de Bretagny to theGovernor of South Carolina as a proper commander for them. Encloses copy of anAct of Congress of 14 April 1779, prohibiting unauthorized persons from going behind enemy lines.
