- Summary
- Both memorials sent Jay by Lotbiniere have been laid before the President as directed. In answer: if Lotbiniere wishes to possess his seignories he willhave to make recourse to the law; if he wishes to confirm title to his lands, he will have to apply to the state in which the lands are located. Jay is to apprize Lotbiniere that the ruling on such memorials is in the hands of the legislature, not of the President of the United States. Reminds Lotbiniere again that no single power or individual man in office has all powers, and that application for justice must be made in compliance with laws of this country - through several bodies.
