Summary
Thanks Bourgoing for the "Favor of the 4th Inst. which together with the papers mentioned in it, came to Hand last week." Newspapers serve to amuse leisure hour rather than impart interesting matter. Likes France. Such a country, so governed, has little to fear from war and should make peace with as much deliberation as with vigor would make war. Spanish ambassador shows him no powers to treat yet desires him to proceed. "His court does not appear apprized that His Catholic Majesty has not acknowledged our Independence, yet that the United States as well as France and Holland have." This is a "Tide in human affairs" of which political mariners will avail themselves. Despite his ill health, wishes to continue corresponding. Mrs. Jay's compliments; she likes France as much as does Jay.
